Zusammenfassung:PROBLEM TO BE SOLVED: To provide a radio base station and radio communication system for controlling start and stop of flow by determining an area to transmit the flow for implementing soft combining thereto. SOLUTION: Sectors are classified into a plurality of SHOGs (Soft Hand Off Group).
