PROBLEM TO BE SOLVED: To provide a lighting system, including a light source with a plurality of light-emitting elements which are linearly arranged therein, surely reducing the illuminance unevenness on a light irradiation surface of a document by the light-emitting elements, while efficiently irradiating the light irradiation surface of the document with the lights from the light-emitting elements, and thereby providing superior images, and to provide an image reader, and an image forming device. SOLUTION: In the lighting system 210 including a light source 211 where a plurality of light-emitting elements (212a, ...), (212b, ...), each having a strong directional characteristic in a predetermined direction and irradiating an optical axis L toward a light irradiating region L', extending in a main scanning direction X to a document G are linearly arranged, at least one of the plurality of light-emitting elements (212a, ...), (212b, ...) is arranged so as to tilt the optical axis L, with respect to the main scanning direction X.
