IMAGE FORMING APPARATUS

PROBLEM TO BE SOLVED: To suppress a sleeve ghost upon the initial installation by efficiently reducing a ratio of fine powder toner on a surface of a developer carrier. SOLUTION: In the image forming apparatus 100 including a photoreceptor drum 1, a charging device 2 charging the surface of the photoreceptor drum 1, an exposure device 3 forming an electrostatic image on the surface of the charged photoreceptor drum 1, the developing device 4 including a developing sleeve 41 carrying the developer and developing the electrostatic image with the developer, and a controller 400 controlling the drive of the developing device 4, the controller 400 controls the drive of the charging device 2, the exposure device 3, and the developing device 4 so that the developer is consumed by a halftone image when the image forming apparatus is newly installed or the developing device is replaced.
