PROBLEM TO BE SOLVED: To prevent leak of a card access key from an IC card reader/writer and to further solve the problem that it becomes unnecessary to take firm security countermeasures to the IC card reader/writer. SOLUTION: This host device 10 holds the card access key in a secure memory 14, and further takes the firm security countermeasures by a tamper resistant housing. Then, the host device 10 performs mutual authentication processing which is communication processing with an IC card 3 and especially accompanied by encryption/decryption processing using the card access key via the reader/writer 20. The reader/writer 20 basically relays communication between the host device 10 and the IC card 3, and the card access key is not held in the card reader/writer 20. In addition, after authentication, the reader/writer 20 performs data read/write processing with the IC card 3 using a session key generated on the basis of random number information transferred from the host device 10.
