PROBLEM TO BE SOLVED: To further flexibly perform determination when forming a communication path conforming to conditions. SOLUTION: A receiving section 11 receives the notification of route connection including present score information which shows a present score. A routing section 12 selects a next channel of an already selected channel in the communication path based on score information stored by a score information storage 15. A score updating section 13 adds a score acquired to the present score which the present score information received in the receiving section 11 shows. The present score information is updated by using an added result as the new present score. A transmission section 14 transmits the notification of route connection including the present score information updated by the score updating section 13 to a succeeding communication device in the communication path.
