PROBLEM TO BE SOLVED: To provide a technology capable of transmitting data only to a communication device selected as a destination of the data. SOLUTION: A map generator 52 generates a map which specifies position relation between a source terminal 4 and a plurality of other communication terminals 5, based on location information transmitted from the source terminal 4 and each of the plurality of other communication terminals 5. A determination unit 53 determines whether a communication terminal 5 located in the direction of a destination exists among the plurality of other communication terminals 5 or not based on a destination direction information and the map. The destination direction information identifies in the map the direction of the destination at the source terminal 4 for data to be transmitted from the source terminal 4. When the determination unit 53 determines that the communication terminal 5 located in the direction of destination exists, a communication unit 51 transmits wirelessly a specific information specifying the other communication terminals 5 to the source terminal 4.
