SOLUTION: A multi-link test device 10 transmits packets in which different transmission source addresses are set to a relay node 20A including the multi-link. Here, if an answer packet for one of the transmitted packets cannot be received from a multi-link confirmation destination device 30, it is determined that continuity is not secured in any of the plurality links constituting the multi-link.
