Zusammenfassung:	PROBLEM TO BE SOLVED: To provide a coating material composition from which a coating film can be formed, the surface of which film can keep hydrophilicity over a long period of time without necessitating ultraviolet light and which film has the property of being hardly contaminated and has self-cleaning properties for a long period of time and has high transparency.
