SOLUTION: An evaluation node 3 does not recognize by measuring the transfer conditions, to two-hop adjacent nodes 71to 7J, of a probe packet for measurement transmitted to an evaluation object node 5, but obtains a packet reception conditions measured by packet measurement parts 431to 43Jof the two-hop adjacent nodes 71to 7J, and monitors the evaluation object node 5. By sharing the information among the nearby two-hop adjacent nodes 71to 7J, the respective nodes can autonomously and appropriately detect the node which is not normally operated.
