PROBLEM TO BE SOLVED: To restrain an attempt of inappropriate approach to a vehicle during charge beforehand. SOLUTION: Regarding a charger to an in-vehicle battery of a plug-in hybrid or electric vehicle, a sonar and a camera installed for convenience and security to be mounted in the vehicle are used in normal time, a charge starting signal is received to start the in-vehicle sonar or camera, abnormal approach of an object to the vehicle is detected by the sonar or camera during the charge, warning is performed by an in-vehicle warning means such as a horn or headlight, a camera signal, an alarm signal of an abnormality to a preset communication contact, and camera information by starting a communication device installed for in-vehicle information communication in the normal time, or an abnormal signal and the camera information are transmitted using the communication machine in the charger or power line connected to the charger from the battery of the vehicle via a charging cable.
