PROBLEM TO BE SOLVED: To provide a circuit operation verification device for verifying power supply voltage drop under the consideration of rise in temperature caused due to the self-heating of wiring. SOLUTION: The circuit operation verification device 100 for verifying the voltage drop of wiring caused due to resistance of power source wiring for supplying a power supply voltage in a semiconductor integrated circuit is provided with: an information extraction means 101 for extracting power source wiring resistance element information; a resistance calculation means 102 for calculating temperature dependence power source wiring resistance; a voltage drop calculation means 103 for calculating temperature dependence power supply voltage drop; and a violating place detection means 104 for detecting the violating place of the power supply voltage drop quantity of each element of layout, with respect to a layout after wiring arrangement.
