Zusammenfassung:	PROBLEM TO BE SOLVED: To provide an exhaust emission control apparatus of an internal combustion engine capable of obtaining excellent CO purification performance even at low temperature. SOLUTION: The exhaust emission control apparatus of an internal combustion engine includes: a catalyst converter 20 disposed in an exhaust passage 15 of an internal combustion engine 10; and an active oxygen supply device that supplies the catalyst converter 20 with active oxygen. The catalyst converter 20 is equipped with a catalyst having a carrier with silver carried thereon. A ratio of the silver in the catalyst is 5 to 50 wt.%.
