Zusammenfassung:	PROBLEM TO BE SOLVED: To provide a fine bubble foam which is excellent in thickness reduction and molding processability, and has fine bubbles capable of freely changing the foamability in plane, a method for manufacturing the foam, and a foam having a high environmental preservability capable of holding a foam (porous) structure in which fine bubbles never disappear even if the foam is allowed to stand in a high-humidity environment. SOLUTION: The method for manufacturing a foam containing fine bubbles inside comprises forming bubbles by electrolysis over the entire or partially in a water-soluble or water-dispersible polymer solution, and thereafter drying the solution.
