Zusammenfassung:PROBLEM TO BE SOLVED: To provide an intake-air control device for an internal combustion engine capable of achieving fuel consumption improvement of the internal combustion engine in such a manner that actual open/close characteristics of air intake valve changes on an optimal fuel consumption performance line, when the internal combustion engine becomes in transient operating condition due to rapid change in accelerator operation amount. SOLUTION: When an accelerator operation amount changes rapidly, a target in-cylinder air amount KL is set based on the accelerator operation amount in the process of changing. The target in-cylinder air amount KL makes a transition similarly to a transition of the in-cylinder air amount at maximum filling efficiency when the adjustment of the in-cylinder air amount is made by only the open/close operation of a throttle valve 13 based on an accelerator operation amount. The target working angle tθ and the target valve timing tVVTin of an air intake valve 9 which are set based on the target in-cylinder air amount KL, when a working angle and a valve timing of the air intake valve 9 are varied based on these, at a speed at which the working angle and the valve timing can be transition on an optimal fuel consumption performance line, makes a transition on the optimal fuel consumption performance line.
