SOLUTION: The wrinkle-removing agent composition includes 0.001-1 mass% of a copolymer (a) including a specific vinyl monomer containing a cationic group and a specific vinyl monomer containing a nonionic group as monomer components and 70 mass% or more of water, and has a pH of 5-9 at 25°C, and a viscosity of not more than 15 mPa s at 25°C.
