Zusammenfassung:	PROBLEM TO BE SOLVED: To perform reliable matching on all connected passbook issuing apparatuses in a branch only by giving a matching instruction to one passbook issuing apparatus. SOLUTION: A passbook issuing apparatus gives a daily accounting instruction to a slave or sometime another passbook issuing apparatus (S802), and performs its own daily accounting (S803 or S807). Namely, a predicted number of passbooks is calculated based on the number of passbooks stored or checked at the start of operation, the number of passbooks replenished during the operation, or the number of passbooks issued or removed, and the current actual number of passbooks is acquired by a counting device of a storage part, to perform matching.
