Zusammenfassung:	PROBLEM TO BE SOLVED: To provide a method of manufacturing a heat exchanger capable of manufacturing a heat exchanger having improved function as structural material and excellently joining internal cooling fins to dual-structure member. SOLUTION: The method includes: a brazing junction step of joining heat radiation fins 3 with at least either member of an upper case 4 or the lower case 5 by brazing, in which the heat radiation fins 3 have a corrugated strip plate; and a frictionally agitating junction step of joining the upper case 4 to the lower case 5 by frictional agitation so that the joined heat radiation fins 3 may be arranged inside the flow path.
