Zusammenfassung:	PROBLEM TO BE SOLVED: To provide an emulsion composition containing a stably formulated material such as an ultraviolet absorber and a medicament, slightly soluble not only in water but also in a nonpolar oil while imparting freshening sense of use. SOLUTION: The emulsion composition contains the following components (1) to (4): (1): one or more kinds of the material slightly soluble not only in the water but also in a nonpolar oil; (2): one or more kinds of polar oil components having 0.05-0.80 IOB value; (3) one or more kinds of fluorocompounds incompatible with the component (2) and liquid at normal temperature; and (4): water.
