Zusammenfassung:PROBLEM TO BE SOLVED: To provide a winding or laminating type electric double layer capacitor in which lithium is previously stored in a negative electrode carbon material in order to improve energy density wherein the lithium is totally and easily stored in the negative electrode carbon material of a negative electrode sheet while suppressing equipment investment. SOLUTION: The electric double layer capacitor is constituted by housing an element in a vessel together with an electrolyte wherein the element is formed by winding or laminating a positive electrode sheet having a positive electrode collector and a positive electrode carbon material arranged on its surface, and the negative electrode sheet having a negative electrode collector and the negative electrode carbon material arranged on its surface through a separator.
