A battery testing part 50 periodically performs a battery load test which supplies a load current same as that in an abnormal alarm period to the battery power supply 36 to detect a battery voltage. A battery capacity monitoring part 52 determines battery capacity reduction when the battery voltage detected by the battery load test drops to a predetermined threshold or below, intermittently outputs a battery capacity reduction alarm from the notifying part 28, and stops subsequent periodical battery load tests.
