Zusammenfassung:PROBLEM TO BE SOLVED: To improve a response speed by enabling decoding only the frame required for double speed/random reproduction without imposing a load. SOLUTION: A storage frame into a reference frame memory 18 and coding parameters D, S thereof are determined so that a decoding processing load may be within a permissible range for all the speeds instructable in the double speed/random reproduction in start of coding during an H.264 encoding processing process, and a reference frame memory history table 24 is created and updated. Meanwhile, a selector control section 26 refers to the reference frame history table 24 and controls a reference frame selector 25 so as to store only the determined frame into the reference frame memory 18. As described above, frame configuration and selection of a referred reference frame to be stored in the reference memory are executed so that all the frames should not be decoded in double speed/random reproduction when video images are coded, and only the frame required for double speed/random reproduction is decoded.
