Zusammenfassung: | PROBLEM TO BE SOLVED: To detect the deterioration of plant control, in advance, or as early as possible. SOLUTION: A threshold is set, based on a frequency component near the 16 Hz of a mill current I of a sixth stand 106, in a sound operating state and on a frequency component near the 10 Hz of the tension T of a second stand 102 in a sound operating state, and is held as a reference model in a reference model retaining unit 11. A diagnostic unit 13 compares the state values acquired by an acquisition unit 12, i.e., the frequency component of the mill current I of the sixth stand 106 and the frequency component of the tension T of the second stand 102, to the reference model retained in the reference model retaining unit 11, and diagnoses a looper 120 for symptoms of looper hunting, if there exist a frequency component near the 16 Hz of the mill current I of the sixth stand 106 and a frequency component near the 10 Hz of the tension T of the second stand 102.
