PROBLEM TO BE SOLVED: To always perform optimum toner concentration control in accordance with an individual difference in a manufacture process of a toner supplying device and a developing device, and degradation with the lapse of time or environmental change thereof. SOLUTION: When the toner concentration control is started and toner concentration is detected, an insufficient amount of toner is known, so that an amount of toner to be supplied, that is, a toner supply amount is calculated, and then toner is supplied. Such calculation and toner supply are repeated at each fixed time until developing operation of a developing device is stopped. When the toner supply is not required and the developing operation of the developing device is stopped, the toner concentration control is also stopped. The stirring of developer is stopped simultaneously with the stop of the developing operation, so that the detection of the toner concentration is also stopped. Thereafter, measurement data by a toner concentration sensor is transmitted to the computer (steps S101 to S107). Meanwhile, the computer side calculates an adjustment parameter based on the transmitted measurement data and transmits it to an image forming apparatus side.
