CLEANING DEVICE AND IMAGE FORMING APPARATUS

PROBLEM TO BE SOLVED: To provide a cleaning device configured to prevent a cleaning defect by preventing members which come into contact with each other from being worn away early due to a rise in coefficient of friction and a blade from being turned up by securing a sufficient supply amount of toner, scraped off with a toner polarity control blade, toward a recovery roller. SOLUTION: In the cleaning device 18 which cleans residual toner on an image carrier using a polarity controller and a removing device, the polarity controller is a polarity control member 22 which scrapes at least part of the residual toner off and applies a voltage having the same polarity with the toner to make the polarity of the toner uniform; and the removing device includes a brush roller 23 applied with a voltage having the opposite polarity from the toner so as to electrostatically attract the toner, the recovery roller 24 for recycling the toner from the brush roller 23, and a recovery member 31 for scraping the toner off the recovery roller 24, and the toner scraped by the polarity control member 22 is conveyed and stuck using configurations 42 and 43 for gathering the toner on the recovery roller 24.
