Zusammenfassung:	PROBLEM TO BE SOLVED: To provide a control device of an internal combustion engine capable of starting the engine in a state in which an oxygen sensor is activated. SOLUTION: An air-fuel ratio sensor 20 is installed in the exhaust passage 13 of the internal combustion engine 10. The air-fuel ratio sensor 20 is activated when heated by a heater 22. An electronic controller 30 determines whether the air-fuel ratio sensor 20 is activated or not, and allows the start of the internal combustion engine 10 when the air-fuel ratio sensor 20 is activated.
