Zusammenfassung: | PROBLEM TO BE SOLVED: To reduce the impact of instrumentation error in a measuring instrument, and to estimate the state matching the instrumentation data when the state of a distribution system is estimated utilizing the instrumentation data of electrical quantity of a system obtained by the measuring instrument. SOLUTION: A unit 1 for estimating the state of a distribution system includes a target value/measurement error range calculation section 13 which calculates the target value of electrical quantity of a system when the state of a system is estimated and calculates the instrumentation error range of power in the instrumentation of electrical quantity of a system, a model creation section 14 which forms a section model of a distribution system, a load calculation section 15 which calculates each load in the section model so that the calculation value of voltage at the receiving end matches the target value while adjusting the load within the instrumentation error range, a voltage calculation section 16 which calculates the voltage distribution of the distribution system based on the equipment information and each load calculated at the load calculation section, and a target value correction section 17 which corrects the target value so that the difference of a voltage calculation value calculated at the voltage calculation section and the voltage measurement value is minimized.
