PROBLEM TO BE SOLVED: To reduce the load of a user by automatically generating information related to a communication relationship to be monitored and a communication path. SOLUTION: A path-information generating part 140 for a network monitor 1 receives a user-assigned destination IP address to be monitored through an input receiving part 110. When receiving the input of the destination IP address, the path information generating part 140 specifies the IP address of a network, in which a plurality of terminals belong, as a base IP address by using a configuration information table 220 storing the configuration information of the device on the network to be monitored. The path information generating part 140 specifies the connection order of a router between the assigned destination IP address and the specified base IP address by using the configuration information table 220 and a transfer destination information table 230 storing a routing table for the router on the network to be monitored, and then generates path information.
