PROBLEM TO BE SOLVED: To provide a data creation device allowing diverse customization of a menu screen with easy operation. SOLUTION: A personal computer 1 is the data creation device creating menu screen data 4 of a cellphone 2, and the data 4 includes UI (User Interface) description data for defining menu screen display operation. The data creation device has: a customization UI part 20 receiving input of user setting information; a function data generation part 21 generating function data including one or more pieces of function information selected from a function information storage part 41 according to the user setting information; an icon data generation part 22 generating icon data including one or more pieces of icon information selected from an icon information storage part 42 according to the user setting information; a model selection part 23 selecting a model from a model storage part 43 according to the user setting information; and a data composition part 24 generating the UI description data by embedding the function information and the icon information into a prescribed position of the model of the UI description data.
