PROBLEM TO BE SOLVED: To satisfactorily convey developer to an image holding body while achieving miniaturization of constitution. SOLUTION: The visible image forming apparatus UK includes: a developing device Gk having a developer holding body G1k arranged to be opposed to the image holding body Pk, a first stirring member 7 conveying the developer in a developing container 1 while stirring the developer, so as to supply the developer to the developer holding body G1k, and a second stirring member 8 rotatably supported side by side with the first stirring member 7, conveying the developer in the developing container 1 in a reverse direction to the first stirring member 7, so as to make the developer in the developing container 1 circulate; and a transfer device T1k transferring a visible image on a surface of the image holding body Pk to a body to be transferred B in a transfer area Q4k, wherein the second stirring member 8 is partially or wholly arranged on an opposite side to a side on which the developer holding body G1k is arranged relative to a virtual line L2 linking the transfer area Q4k and center of rotation of the image holding body Pk.
