Zusammenfassung:PROBLEM TO BE SOLVED: To validly utilize an environmental additive value owned by a nuclear power generation, and to further publicize the safety of the nuclear power generation, and to relax allergy to the nuclear power generation, and to further achieve low CO2ejection by the nuclear power generation. SOLUTION: This low carbon power authentication device is configured to generate a low carbon power authentication sum equivalent to nuclear power generation power supply quantity on the basis of the nuclear power generation power supply quantity data, and to take statistics of the low carbon power supply request quantity by client terminal, and to issue an electronic low carbon power authentication to authenticate that electric energy is supplied with the low carbon power authentication sum by referring to the low carbon power authentication sum about the low carbon power supply request quantity for every client terminal. A low carbon power supply request processing means inputs low carbon power consumption transmitted from the client terminal by referring to electric energy consumed by the facility of the client prerecorded in the terminal, which publicizes that the electric energy has been consumed as low carbon electric energy, and takes statistics of the low carbon power consumption publicizing that the electric energy has been consumed.
