PROBLEM TO BE SOLVED: To provide a design support system and design support method of a process facility for visually or quantitatively and easily obtaining effective heat and ineffective heat of utility to a product, and for efficiently setting the optimal utility balance. SOLUTION: A heat balance diagram creation part 46 creates a heat balance diagram expressing the flow of the caloric value of an utility with an area corresponding to the caloric value by separating a heating side caloric value and a cooling side caloric value by using the connection circuit of a temperature adjusting device and the equipment specification data of each piece of equipment of the temperature adjusting device and the utility specification data of a utility, and displays it at a display part 54.
