Zusammenfassung:PROBLEM TO BE SOLVED: To manually operate a plurality of operation objects individually; and to reduce costs by abolishing tracking for preventing a rapid change in operation quantity output to the operation object. SOLUTION: A plant controller has a speed type PID control means 13 which inputs a control deviation e of a process value PV of a plant from a control set value SV and operates an operation quantity deviation ΔMV for operation valves A, B, a switch means 14 which switches the operation quantity deviation from the speed type PID control means to each operation valve side for outputting, a plurality of manual operation means 15, 16 with an integral function which are provided corresponding to each operation valve and output to the corresponding operation valve either the operation quantity MV-A, MV-B calculated by integrating the operation quantity deviation output from the switch means or the operation quantity MV-A, MV-B based on the manually set value based on the control mode of the operation valve, and a switch control means 19 which controls the operations of the switch means based on the control mode of each switch valve and the operation quantity output to each operation valve.
