Zusammenfassung:PROBLEM TO BE SOLVED: To efficiently transmit packets by determining the combination of such data that would not exceed the maximum value of the packets and transmitting the packets at a packet unit, by adding a division number to the combination of data, while using the number of data contained in the determined combination as the division number. SOLUTION: A transmitter 1 is connected to a receiver 2 via a network 3 and transmits generated data to the receiver 2 as the packets. The transmitter has a transmission-data storage section 14, having a plurality of storage regions divided in regions, in every range of predetermined data sizes and a data selecting section 13 storing the data in either of a plurality of the storage regions in the transmission-data storage section 14 in response to the data sizes of the data. The transmitter further has a transmitting section 15 for determining the combination of data so as to prevent it from exceeding the maximum value of the data sizes of the packets from data stored in each storage region of the transmission-data storage section 14 and transmitting the combination of data as the packets, by adding the division number to the combination of data, while using the number of data contained in the determined combination as the division number.
