Zusammenfassung:	PROBLEM TO BE SOLVED: To provide a load control device for quickly transmitting content data to a distribution server for response to a content request. SOLUTION: A load control device 20 accepts a content request for requesting the transmission of content data, and calculates a prediction viewing time as the estimated value of a time when content represented by content data whose transmission has been requested by the accepted content request is viewed by a user. This device 20 calculates a prediction communication load as the estimated value of the communication load of a distribution server when a distribution server transmits the content data to each of a plurality of distribution servers 30a to 30c based on the calculated predicted viewing time. The device 20 determines the distribution server which transmits the content data from the plurality of distribution servers based on the calculated prediction communication load.
