PROBLEM TO BE SOLVED: To provide an information processor, a program, and an information processing system, which can attain improvement in a user's convenience or reduction in a third person's processing load when an upper limit is set to an electronic value stored in one account. SOLUTION: The information processor includes: a communication part; a storage part which stores, for each user, electronic value holding information storing an electronic value up to a set upper limit value, excess information storing an excess value which shows the value of the electronic value exceeding the upper limit value, and user identification information identifying the user in association with each other; an addition determination part which determines whether an addition value can be stored in the electronic value holding information or not based on user designation information and addition value information including an addition value which are transmitted from an external device, the user identification information and the electronic value holding information; and an addition processing part which selectively records, based on the determination result of the addition determination part, the addition value to the electronic value holding information and/or the excess information.
