SOLUTION: A developing roll 10 has a rubber elastic layer 12 and a coating film 14. The rubber elastic layer 12 has a number of transfer projections 12a formed by transferring. At least one or more layers of the coating film 14 covers the surface of the rubber elastic layer 12. Fine irregularities 14a are formed on the top most surface of the coating film 14 existing between the transfer projections 12a.
