PROBLEM TO BE SOLVED: To raise the degree of satisfaction of a user with respect to switching from the second layer to the first layer when the first layer and the second layer of higher quality than the first layer are displayed through switching. SOLUTION: An image processor is constituted, in such a manner that when an operating section receives a switching request from the second layer to the first layer; a learning section accumulates the number of times of forced switching which indicates the number of times of switching request received, before a switching postponement time elapses after poor reception of the second layer is detected; and a video image switching section determines whether to synthesize a screen for displaying the second layer as a slave screen of a screen for displaying the second layer based on the accumulated number of times of forced switching.
