PROBLEM TO BE SOLVED: To refund electronic money to original funds. SOLUTION: An account management device 23 stores an account of a user into a first account for managing the funds not to be used for the electronic money and a second account for managing the funds to be used for the electronic money. Mobile equipment 22 of the user stores the balance of electronic money in which an amount of money corresponding to the second account is recorded. When receiving a request for transferring money for purchase of the user by the electronic money from a member store terminal 27, an electronic money management device 25 requests transfer of money for the purchase to the account management device 23. When receiving the request for transferring the money for the purchase from the electronic money management device 25, the account management device 23 transfers the money from the second account to the account of the manager of the electronic money management device 25. When receiving the notification that the transfer of the money to the account of the manager of the electronic money management device 25 is completed from the account management device 23, the electronic money management device 25 transfers the money to the account of the manager of the member store terminal 27.
