SOLUTION: The oily lip coat comprises 50.0-95.0 mass% phenylmethylpolysiloxane having viscosity at 25°C of 100-1,000 cSt, 0.1-10.0 mass% silicic anhydride, and 0.1-50.0 mass% polymethylsesquioxane particles.
