Zusammenfassung:PROBLEM TO BE SOLVED: To provide an effective material as an active material for a dye-sentitized solar cell and its producing method based on a concept to realize a titanium oxide complex which has a large surface area and where electrons can be efficiently migrated and to develop a photoelectric conversion element using a titanium oxide coated carbon material. SOLUTION: The rod or fibrous titanium oxide coated carbon material (1) where the surface of rod or fibrous carbon (1a) is coated with a coating layer comprising rows of titanium oxide particles (1b) and a porous titanium oxide coated carbon material composition (2) containing the particulate titanium oxide are provided.
