Zusammenfassung:	PROBLEM TO BE SOLVED: To settle the problems that, in a hydrocarbon compound generator generating hydrocarbons such as methane in a fermenter, when setting the fermenter outdoor or the like, fermentation is insufficient in low temperature night, winter season and the like, the hydrocarbon generating efficiency is decreased, and the generated amount of the hydrocarbon compound is decreased. SOLUTION: The fermentation efficiency in a fermenter is improved by inducing in the fermenter, waste heat exhausted from power plants such as fuel cells, thermal power plants, atomic power generation systems, or iron facilities of a blast furnace, a coal roasting device or the like, so as to increase the temperature in the fermenter to be the level of improving fermentation efficiency.
