The rubber roll is placed in such a manner that the peripheral surface of the elastic layer is brought into contact with the peripheral surfaces of the first rotating roller and the second rotating roller and one or both ends of the elastic layer are positioned above the cutter. While the peripheral surface of the elastic layer is pressed against the peripheral surface of the third rotating roller toward between the first rotating roller and the second rotating roller, an article to be formed is rotated, and one or both ends of the elastic layer is cut with the cutter.
