SOLUTION: A phase shift control section 12 repeats a period where a voltage generated from a DC power supply Ei is not applied to a resonance circuit 2a and a period where a voltage generated from the DC power supply Ei is applied to the resonance circuit 2a alternately, by turning on/off switching elements Q1-Q4 at a fixed period T while controlling a commutation period tcom for bypassing the DC power supply Ei so that the output voltage from a DC-to-DC converter is maintained at a constant level.
