Zusammenfassung:	PROBLEM TO BE SOLVED: To provide a system for continuously transferring an encrypted title even when the title not to be encrypted is transferred exceeding the regulated time (2 hours) for the abandonment of a key or more after the transfer of the encrypted title. SOLUTION: A data transmission control part 12 completes the transmission of the title 32 without copyright protection at time t2. When the transmission time of the title 32 exceeds the regulated time, the interruption of the transmission is announced to a reception side apparatus 20, and also a new encryption key is generated by using a key abandoning/generating part 12.
