Zusammenfassung:	PROBLEM TO BE SOLVED: To provide the technology capable of providing a constitution to notify abnormality in the circuit of an air conditioner or a water heater while preventing or suppressing cost increase, and increase of the number of components and the number of pins for communication. SOLUTION: An emission control section controls an OFF time in one cycle on a rectangular waveform of a driving pulse output to an LED to T3 (>T2) longer than an OFF time T2, when the abnormality of the circuit is detected by an abnormality detecting section, when an ON time per one cycle on the rectangular waveform of the driving pulse output to the LED is T1, and the OFF time is T2 to make the LED to emit the light with light-emitting luminance L1 when a microcomputer is normal. Thus a ratio of the ON time in one cycle on the rectangular waveform of the driving pulse output to the LED is different between a normal case and a case when the abnormality of the circuit is detected, so that the LED can emit the light with the light-emitting luminance L2 (
