SOLUTION: A polycarbonate or a polyarylate with a hydrolytically labile main chain, and represented by formula (VIII), wherein R9is ≤18C alkyl, aryl or alkylaryl group having a carboxylic acid group or a benzyl ester thereof as a side chain; R12is ≤18C alkyl, aryl or alkylaryl group having a pendant carboxylic acid ester group selected from ≤18C straight and branched alkyl and alkylaryl esters and ester derivatives of biologically and pharmaceutically active compounds covalently bonded to the polymer; each R7is independently ≤4C alkylene group; A is a carbonyl group or a dicarboxylic acid residue; k is between about 5 and about 3,000; and x and f respectively independently range from zero to less than one.
