PROBLEM TO BE SOLVED: To provide a passage controller that accurately discriminates a vulnerable person and performs suitable ticket gate processing. SOLUTION: An automatic ticket gate device 50 includes a plurality of cameras 11 and 12 which image users P1 and P2 passing through a ticket gate 61. When a vulnerable person such as an aged person and a pregnant woman is detected in at least one of images captured by the cameras 11 and 12 , a vulnerable person is determined and then , for example, a gate door slowly is closed. When no vulnerable person is detected in any of the images captured by the cameras 11 and 12, it is determined that there is no vulnerable person and normal ticket gate processing is performed.
