SOLUTION: The inorganic oxide powder subjected to a surface treatment with a reactive modified silicone oil has a carbon fixation rate of not less than 90% and a hydrophobicity rate of not less than 95%. The inorganic oxide powder includes, preferably fumed silica. The surface-modified inorganic oxide powder is obtained by adding a reactive modified silicone oil to an inorganic oxide powder and subjecting the powder to a primary treatment at 150 to 280°C, followed by a secondary treatment over 280°C. By carrying out the surface treatment using the reactive modified silicone oil in a two-step treatment under predetermined temperature conditions, the obtained surface-modified inorganic oxide powder has a high fixation rate and high hydrophobicity.
