Zusammenfassung:PROBLEM TO BE SOLVED: To solve the problem that it is difficult for the positive-electrode member of a porous sintered compact such as tantalum to densely constitute polypyrrole of a conductive high polymer up to the inner side of a porous thin hole because it has nanoporous characteristics, to develop a complete capability of capacitance, and to reduce a large ESR (equivalent series resistance). SOLUTION: A step of constituting a capacitor element in a solid electrolytic capacitor includes a step of an electro-polymerization to form a solid electrolytic layer into the positive-electrode member. The liquid of the electrolytic polymerization in the step of the electro-polymerization contains at least a monomer to be constituted as a conductive high polymer by the polymerization, and an ion liquid.
