PROBLEM TO BE SOLVED: To provide a low carbon power certificate system which puts a low carbon power certificate for the power among electric power obtained from nuclear power generation, and informs a third party that the product obtained from the electric power is the one obtained by the eco-friendly power generation method. SOLUTION: The low carbon power certificate system includes a communication network 600, a regional electric power company-side device 603 having nuclear power plants connected to a proof entrepreneur-side low carbon power certificate-issuing device 601, and an electric power user-side device 604. The certificate issuing device 601 has an access control part 606, a request processing part 607, and a data storage part 608. The data storage part 608 memorizes information concerning a regional electric power company 103; and the request processing part 607 accepts an application for certificate issue from the regional electric power company-side device 603 by referring to information in the data storage part 608, records information concerning the certificate in the data storage part 608, and issues a certificate responding the regional electric power company-side device 603.
